CURRENT STATUS AND MAIN TASKS FOR UPDATING REGULATORY PROVISIONS IN THE FIELD OF DESIGNING DRAINAGE ON IRRIGATED LANDS
- The role of land reclamation and water management in ensuring the sustainable development of agriculture
Purpose: to identify patterns of changes in the financing features of the Federal State Budgetary Institution of the Department of Land Reclamation, due to federal subsidies and non-budget sources of income.
Materials and methods. In the course of the study, the information from 65 Federal State Budgetary Institutions (76.5 % of the total sample) was used. Research methods were comparative, correlation, cluster analysis and grouping ones.
Results. The conducted analysis for 2020 and 2022 allowed not only identify leaders and outsiders among land reclamation organizations, but also consider the financing of land reclamation in the country's territorial space. The increases in the average value of the basic indicators were determined: 1) “Specific annual federal subsidies for FSBI operations” from 22.73 rubles/ha in the Central Federal District to 265.62 rubles/ha in the Southern Federal District and 2) “Specific non-budgetary funds attracted by FSBI” from 20.05 rubles/ha in the Far Eastern Federal District to 458.11 rubles/ha in the Southern Federal District.
Conclusions: the increasing stratification in the federal subsidies distribution among federal state budgetary institutions in Russia, directed to land reclamation activities, has been revealed; the excess in absolute and specific terms of annual federal subsidies allocated to organizations of the Department of Land Reclamation in comparison with similar indicators of attracted non-budget funds was recorded; the absence of a relationship between the total amount of financing and the area of reclaimed land according to the Federal State Budget was noted; the insufficient level of attracting non-budget funds for the needs of land reclamation organizations for the majority of Federal State Budget institutions was substantiated; the Southern Federal District gets the leading position among the Federal budget institutions in attracting financial resources.
