Annotation

Purpose: to develop and demonstrate the capabilities of IT tools for solving resource allocation problems during the irrigation system operation. 

Materials and methods. Water, human, technical and financial resources were considered as resources used to solve optimization problems. The objective function was defined as the task of optimizing irrigation water distribution between water users who take water from the irrigation system. The IT tools used were based on a specially developed computer program designed for using as part of mobile computing equipment. To demonstrate its capabilities, a version of the program that optimizes resource allocation in a system, including 10 water users, was used. 

Results. Examples of optimization calculations are given for two variants of restrictions on the resources used. The first variant assumed the presence of 90 % of restrictions on water resources in the absence of any restrictions on human, technical and financial resources available in the system. The second - no restrictions on water resources, but the presence of 90 % restrictions on human, technical and financial resources. For each of the options, the following indicators used in the operation of the system were calculated: distribution of each resource between water users; availability of irrigation water for each water user; actual use of resources in the system as a whole.

Conclusions. The use of IT tools to solve problems for optimizing resource distribution allows: to ensure scientifically sound use of water, technical, human, financial and other resources available in reclamation systems; to improve the quality and efficiency of management and engineering decisions related to the use and allocation of resources in reclamation systems and to ensure work with a single system-wide database.
