CURRENT STATUS AND MAIN TASKS FOR UPDATING REGULATORY PROVISIONS IN THE FIELD OF DESIGNING DRAINAGE ON IRRIGATED LANDS
- The role of land reclamation and water management in ensuring the sustainable development of agriculture
Purpose: to analyze the land and water resources use in the state reclamation systems functioning in the Krasnodar Territory.
Materials and methods: the analysis of technical documentation of the Federal State Budgetary Institution “Department of Land Reclamation and Agricultural Water Supply in Krasnodar Territory”, Kuban Basin Water Administration, Russian Registration Authority Office for Krasnodar Territory; statistical data reporting form 2-TS (water management) was carried out. Analysis, synthesis and logic were used as methods of information processing.
Results. It was revealed that the reclaimed land area in the region is 418.0 thousand hectares, of which irrigated lands account for 393.4 thousand hectares and drained lands account for 25.0 thousand hectares. In fact, 355 thousand hectares of irrigated lands are used in agricultural production, while about 35 thousand hectares are annually excluded from circulation for various reasons. Approximately 170,000 hectares of irrigated land are annually included in vegetation irrigation, while approximately 184,000 hectares are excluded from irrigation. Restrictions on the use of irrigated areas for irrigation are primarily due to the reconstruction of drainage systems (27.1 %), malfunctioning water supply and discharge networks and pumping stations (34 %), crop rotation (34.3 %), and a lack of water in water sources (2.5 %). It has been shown that the total water use limit for state reclamation systems is 3.6 billion m³, of which 3.0 billion m³ is used for agricultural crop irrigation, including 2.8 billion m³ for rice. It was found that 600 million cubic meters of water, which is annually underutilized during the growing season compared to existing limits, represent a potential reserve for increasing the irrigated crop areas.
Conclusions. Despite the region's significant areas of reclaimed land, only about 90 % of irrigated land is actually used in the agro-industrial complex, with only 44 % being irrigated annually. The main limitations are related to infrastructure issues, including the irrigation system deterioration and land withdrawal for non-agricultural purposes.
