Purpose: to analyze the development and improvement of the organizational structure of operational agencies on reclamation systems based on the developed regulatory documents.
Discussion. The fundamental regulatory and legal documents issued in our country from 1971 to 2023 related to the organization and development of the operation service in land reclamation systems were used as material for the analysis. The main provisions of the “Charter of the Operation Service”, “Guidelines for the Design of Irrigation System Operation Services”, Temporary Standard Staffing Standards, the Federal Law “On Land Reclamation”, “Recommendations on the Organization of the Irrigation System Operation Service”, the Order of the Ministry of Agriculture of Russia “On Approval of the Rules for the Operation of Land Reclamation Systems and Separately Located Hydraulic Structures”, GOST R 58376-2022 “Land Reclamation Systems and Hydraulic Structures. Operation. General Requirements”, “Qualification Handbook of Positions of Managers, Specialists and Other Employees”, “Methodologies for Developing Standards for the Need for Labor Resources of Working Professions to Perform Repair and Maintenance Work on Irrigation Systems”, “Methodologies for Determining Standard Costs for the Operation of Irrigation Systems and Separate Hydraulic Structures”, etc. were considered.
Conclusions. An analysis of regulatory documents on the organizational structure of operating institutions on reclamation systems has shown that with the development of land reclamation, the need for additions and changes concerning the main components of the structure of operating institutions has increased. New recommendations or methods being developed should take into account all current regulatory and legislative documents concerning the organizational structure of operating institutions on state reclamation systems, as well as take into account their current state and the possibility of development and improvement.
