CURRENT STATUS AND MAIN TASKS FOR UPDATING REGULATORY PROVISIONS IN THE FIELD OF DESIGNING DRAINAGE ON IRRIGATED LANDS
- The role of land reclamation and water management in ensuring the sustainable development of agriculture
Purpose: to study the development stages of the regulatory framework for the land reclamation industry, and to analyze the state of reclaimed lands in the south of Russia.
Discussion. The key stages in the regulatory framework development related to the formation of requirements for the construction of collector and drainage systems are described. Over the years of operation of land reclamation structures, many problems have accumulated, including environmental ones, the solution of which is currently relevant, namely: rising groundwater level, pollution and salinization of soils and surface waters due to leaching of fertilizer and pesticide residues from the soil. Based on official data, it has been established that in the Southern Federal District 82 % of irrigated (1,286 thousand hectares) and 84 % of drained lands (46 thousand hectares) are in satisfactory or good condition. In the North Caucasus Federal District, 66 % (675 thousand hectares) of irrigated and 82 % (15 thousand hectares) of drained lands, respectively, are in a similar condition. According to the Russian Federation's land reclamation development plan, the priority is given to key areas such as the introduction of unused agricultural land into circulation and the restoration or reconstruction of existing land reclamation systems.
Conclusions: the review of the development of the main regulatory framework related to the design features of land reclamation systems has been conducted, demonstrating the importance and relevance of preserving and maintaining their quality, which determines the state of reclaimed lands in the agricultural sector. One important way to maintain reclaimed lands in good condition is the installation of collector and drainage networks that facilitate the removal of excess moisture from soil. These structures ensure the preservation of the agricultural landscape and solve environmental issues that arise on reclaimed lands, particularly in the south of the country.
